Yes, it is exactly what the Audio WG has achieved:
the Web Audio API is a FPWD and Mediastream Processing API is a note.

Please refer to the wiki page, which lists the document published in 
public and documents under development.
This wiki page is linked from the Audio WG page.
"A detailed list of this group's publications and their status is
