Thoughts on WebNN review

Hi all,

We were talking on recent calls about the Web Neural Network API, for which
we have a new review request. We are tracking the whole lives of specs,
including this one, in a special repo, which we just renamed for clarity.

I specifically wanted to direct the attention of reviewers (i.e. Janina and
anyone else who's interested - with Dr Keith having expressed interest, and
maybe the possibility of us passing this on to RQTF too) to the specific
sections of the document that I think APA needs to look at. They are:

* Sections 1 (intro) to 6 (programming model) inclusive.

* I don't think section 7 is relevant for APA, but 7.1, 7.2, and 7.3 (but
not the subsections of 7.3) give a good overview of the API shape if you're
interested. And the outline of 7.9 essentially lists the fundamental
operations they're talking about accellerating - I don't think this is
relevant for APA either, but skimming some of this outline could give a
flavour of the API.

* Section 9 features an example, which presents us with the accessibility
issue, in reading the document, of the graph being presented as text - but
do we have a good way to suggest they mark up the graph otherwie?

* They don't seem to have an accessibility considerations section - some of
those considerations may've been dealt with in the Ethical considerations
section though.
