CFC: Publish Model, Vocab, Protocol as Candidate Recommendations

All,

If you didn't read the minutes of last week's call, you may not be aware of
the current call for consensus to publish the Model, Vocab and Protocol
documents as Candidate Recommendations.

This CFC closes at the end of this week (Friday June 10th).
Please give your support, or any objections, before the call on that day.

The documents to be published are:

* http://w3c.github.io/web-annotation/vocab/wd/
* http://w3c.github.io/web-annotation/protocol/wd/

Please read them through and note any errors, inconsistencies, typos, or
issues that should be addressed.

Note that the diagrams in the Vocab document are still being completed, but
will be finished by the end of the week (and likely much sooner at the
current rate!)
