By the way, it seems that the schema.org defines an Action Vocabulary, which is really a hierachical one (in oposition to the Motivation list). The motivation represents an intention to perform an Action, and the vocabulary covers the most of the motivations if not all. I think we should think of relationships between Motivations and Actions... https://schema.org/docs/full.html The action vocabulary is maintained trough W3C and it is supported by the big search engines.
