Shepazu[1] just left a note on "Web Annotation Data Model"[2].

> the link between resources, or a selection within a resource

Suggest: "the link between selections in one or more resources".

Otherwise, it could be read to say an annotation represents a selection within a resource.

Note that "the whole document" is a selection, so it covers the broader case as well.
