Hello Interesting. There has been some discussion about this in the context of the MediaFragment WG, targeting both arbitrary shaped regions and moving regions. I have also proposed a syntax that relies on SVG syntax: https://github.com/oaubert/mediafragment-prototype/ There could be a common base emerging from these approaches.
