Resolution to defer Patch work

fyi, in case you were not on today's Annotation teleconference:

We agreed on today's Annotation teleconference to defer work on Patch until a v.next release

RESOLUTION: Annotation WG defer Patch to later release, not needed for v1

The rationale is that there are no strong use cases requiring development of this feature now so it should be deferred to v.next.
