Protocol WD for TAG ready?

Dear all,

As discussed, we'd like to send a WD of the protocol spec to the TAG
regarding issue #51 concerning not constraining other specifications.   I
believe I've made all of the edits that were agreed on, and perhaps some
that weren't, so I'd encourage everyone to read over the latest version at:
