I think the WG needs to discuss this in detail. It would be strange to
 have an "Open Annotation" namespace for a "Web Annotation" spec.  
However it would also be good to continue the usage of the CG's 
namespace rather than requiring all current implementers to change. 
The two hardest problems are Naming, Cache Invalidation and off-by-one
 errors.
