Jinghan, thank you for the proposal and the offer to help.
Repository-and-tooling decisions are exactly the kind of thing that should
be discussed at the first meeting rather than decided unilaterally by the
chairs, so I'm folding this into the agenda as a candidate first-or-second
work item.

The offer to help with repo structure, draft migration to ReSpec or
Bikeshed, and issue-tracker maintenance is genuinely valuable for a group
at this stage. If meeting consensus is to migrate, would you be willing to
walk the group through your proposed structure here in advance or at the
meeting itself?
