I suggest we steer clear of the term consciousness given the many different interpretations people place on it. Instead, I think it is a lot more tractable to consider notions of awareness and abilities, e.g. agents that can introspect on their goals and environment, i.e. situational awareness. Agents could be aware of other agents, including the means to manipulate models of those agents' beliefs, goals and activities (theory of mind). An agent could further be able to assess how well it is doing in respect to its values as a basis for learning from experience.  This can be considered in relation to Maslow’s hierarchy of needs.
