Initial (rough!) Symbols Explainer

Hi all,

I've added a rough version of the Symbols Explainer (in TAG format, with
content taken from our existing Symbols spec) to my never-ending PR. If you
want to go right to the Symbols explainer, it's here:

It needs a lot of work, and working into a more concise and reader-friendly
format, but it has the beginnings of where I think we want and need to go,
in order to help our potential implementers understand it better.
