TAG Explainer

Hi all,

I had an action to confirm the location of the tag explainer. Based on prior discussions the tag explainer on our wiki<https://github.com/w3c/adapt/wiki/Explainer-for-Personalization-Semantics> is the correct version.

Tag issue 476 <https://github.com/w3ctag/design-reviews/issues/476> :
19 Feb 2020 We sent tag our original request and a link to the draft our TR explainer<https://www.w3.org/TR/adapt/>.
04 Mar 2020 – We were asked to use the tag template.
13 Nov 2020 – We responded with a link to the tag explainer on our wiki<https://github.com/w3c/adapt/wiki/Explainer-for-Personalization-Semantics>.

Last mailing list discussion:
16 Nov 2020 – Was the last time we discussed the tag explainer via the mailing list<11/16/2020%20-%20https:/lists.w3.org/Archives/Public/public-personalization-tf/2020Nov/0015.html>.
