Symbols Conformance Rewrite Draft #1

Dear All:

I have rewritten the Conformance section, though I think it still needs
a bit more rewriting.

I have also rewritten the adapt-registry URIs to point to TR, and not to
github.

I have questions concerning the Properties and Vocabulary sections.

*	Properties seems to encompass  concepts we do not use with
*	symbols. Is this true? Which need to go?

Vocabularies seems to be some kind of include statement to pull in
symbols, i.e. now a recursive gesture. Am I correct that it should go?

Lastly, should we not have an example adapt-symbol=NNN with the concept
value and a SVG or two from a couple AAC symbol sets by way of example.
