Decision on CfC: Advance WAI-Adapt Content Module 1.0 to CR

Colleagues:

This Call for Consensus (CfC) has received only messages in support of
the proposed transition to Candidate Recommendation, though editorial
corrections and enhancements were also provided by one reviewers. The
suggested editorial enhancements have been effected. This
CfC is consequently agreed to as a consensus decision of APA and the
transition process will now proceed.
