Hi, this (post-IESG-review) draft fixes a few typos, removes lowercase BCP14 keywords where they shouldn't appear, and clarifies that although the encoding defined is compatible to a subset of RFC 2231, it really is fully defining it (so the reference to RFC 2231 is really informative) -- the latter point also caused the title change.
