Anything specified as DIGIT* is unambiguously a sequence of decimal digits
by the definition of DIGIT ("decimal 0-9") from part 1. The note about
Content-Length should be removed since that is what is causing confusion.

Every part that defines syntax has to reference part 1, so having the
definition in only part 1 makes sense.
