[DR200] Specification of program/object etc by URI

It's not clear to me whether this is talking about end-points ( the URI the
request message is sent to ) or the namespace URIs or the element
information items used to represent the request message. I'd like the
requirement to allow either method of mapping to an implementation and I'm
not sure what the intent is here.
