[DR703] Rewording

I think this needs rewording a little. I'm not clear as to what an 'XP fault
message' is. I *think* what the DR is trying to say is 'we don't want to
define a special type of message called fault message which doesn't use XP
envelope' but this is not clear ( to me at least )
