Updated issues list and current status

All,

	Attached is the updated issues list. There is one open and one
pending issue from last call

Open - 312
	The issue of using anyURI or NCName for references

Pending - 303
	Stephen to finish writing note.
	Phill to add text to point clarify usage of the UseKeywith

In addition there are a couple of additional items

313  	Use Exclusive C14N in examples
	I will send the code to Blair just as soon as 312 is resolved

314	Usual last minute checking and pub rules checks.
