wsdli:wsdlLocation attribute

Hi,

I've written up the WSDL location attribute stuff; see:

I looked at the description in XSD [1], but that didn't quite
seem like the kinda Swahili we want to use. So I came up with
a variation. Please help edit/clarify/re-write.
