The header of my document is as follows:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
<html dir="ltr" lang="en">
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
<meta name="Keywords" content="computers Montreal, computer parts, computer,
Quebec computers, computer Quebec">
<title>MICROBYTES, Montreal's Computer Warehouse, Computer Montreal
<base href="http://www.microbytes.com/computer/ordinateur/">
<link rel="stylesheet" type="text/css" href="computer.css">
<script language="JavaScript" src="includes/javascript/partnerbox.js"
<script language="JavaScript" src="includes/javascript/computer.js"
<script language="JavaScript" type="text/javascript">
var menuserver='www.microbytes.com';
<script language="JavaScript" src="includes/menu/menufileqc.js"

When I look at the area titled "Below is the source input I used for this
validation:" I see:

*  <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

*  *  <html>

*  <head>

*  <title>MicroBytes Montreal Computer Ordinateur</title>

*  <meta HTTP-EQUIV="REFRESH" content="0;

*  </head>

*  *  <body>

The error I get if "No Character Encoding Found! Falling back to UTF-8."

This has me somewhat confused
