I have found another case of namespaces being declared outside the xmlns framework, which would go against the Qnames policy currently being flagpoled. It is in a draft WD that has not been released yet, so I won't discuss details, but see http://lists.w3.org/Archives/Member/w3c-xml-linking-wg/2002May/att-0150/03-WD-xptr-xmlns.htm Or are Qnames in an XPath not Qnames as currently being discussed?
