This is an excellent starting point, and one on which I am sure
we could all agree (though there may well be differences in
interpreting how "needed" is to be defined).  On that basis,
would it be possible to explain why

	# 3.12.13. The code element
	# 3.12.14. The var element
	# 3.12.15. The samp element
	# 3.12.16. The kbd element

have been retained ?
