Existing practice

While we're 'encoding existing practice', is there any bloody
use for SHORTTAG?  Can we dump it?

Since every existing browser I know about, and most other
HTML tools, will choke on <B/bold/, what reason is there for
allowing it?  Just to make implementing those tools harder
and make "validation" meaningless?
