(unknown charset) 1.4 and ALT text

Since we can't mark the language in an HTML ALT text -- but we can in
XML or Object,

Perhaps this should be amended to read

1.4 Identify the primary natural language of text and (where
supported) text equivalents and all changes in natural language.
