Seems to me there was enough uncertainly for this to be raised as an issue.

So, my recommendation is to allow the 3xx responses, and to add a brief bit of text to the section 
defining MKCOL, to say something like:

MKCOL, like other HTTP methods, can be redirected by a 3xx redirect response.

With this text entered, we can just close this issue.
