RE: [RDFa] ISSUE-5

Given the support expressed by Niklas, Ivan, Shane, and Michael, I
PROPOSE that we RESOLVE ISSUE-5 as follows:

"@rel/@rev/@property does *not* accept URI values, only CURIEs."

I note Ivan's point about downgrading CURIEs to QNames, for which I've
opened up a new issue: ISSUE-55 (how conveniently numbered!):

If I don't hear opposition to this by Friday end of day (Hawaii time), I
will consider ISSUE-5 closed with the above resolution.
