Hi Bob, Helmut, Simon, In the SKOS Primer dct:title is also used, cf. http://www.w3.org/TR/skos-primer/#secscheme And there the dct: namespace is defined in the intro. By the way thanks for spotting this slight mistake in the Reference, Bob. We should add the dct: declaration in http://www.w3.org/TR/2009/REC-skos-reference-20090818/#L1368! It's a simple erratum...
