egov sweet spots and pain points

Minutes of yesterday's meeting [1] are up.  Clean them up on the wiki as
you like.

I was fairly happy with the discussion on the future of the group and
what, aside from linked data stuff, we can and should do.  I noted a few
bits:

    Kevin Novak: Our sweet spot: people think government is different,
         so even if this stuff (eg html5 info) is out there, people want
         it in a govt context

    Cory Casanave: our sweet spot is helping govts write the
         requirements to their contractors

    Daniel Bennett: our sweet spot is govts setting the standard
         ontologies, eg time

The conclusion of the discussion seemed to be that we should produce a
list of egov pain points, each of which we might address with a 2-page
document of Advice From W3C.  Chris Beer agreed to start a wiki page of
these, but if some come to mind as you read this, I'm sure it'd be
helpful to send mail them to the list (and we can distill them to the
wiki later).
