Use Case: Making Sense of Other People's Data

Dear UCR editors,

Just to let you know that, thanks to an introductory e-mail from Jeni, 
I've been in touch with Ian Makgill of spendnetwork.com. That's the 
application that Steve Peters (of the UK government's dept of local 
government) cited as an example in the use case that I've called Making 
Sense of Other People's Data.

The result of that is that I've been able to tweak the text at [1] a 
little to better reflect the reality as Ian seeds it and, I'm pleased to 
say, it actually strengthens the need for the two requirements, namely:

1. the ability to publish metadata *independently* from the tabular data 
it describes;

2. the ability to link *from* the metadata *to* the described data.

So, from my POV, that use case is ready for inclusion in the UCR doc 
(subject to WG's approval of course).

Separately, I'm chasing another use case for the metadata to data link 
that may or may not come off but I'm not advocating waiting for that to 
materialise.
