In section 7.13.3 "content-width" of the XSL Candidate REC the scale-to-fit property is described as follows:
A size of the content-width equal to the height of the viewport.

I'm pretty sure this is a copy and past error from the previous content-height property. I think what was meant is likely:
A size of the content-width equal to the width of the viewport.
