Here are my thoughts on this:

Given point 7 in Norm's long post: Yes that's too weird. So let's change 
the spec. I don't know whether many pipelines will be affected, but I 
suspect not a lot. (In retrospect I'm mighty glad I always use xs:string 
for handling URIs, so whatever happens with them is up to my 
implementation...)

And yes, we should definitely change p:namespace-rename.

PS: If we're going to publish 3.2, I hope we can resolve 
https://github.com/xproc/3.0-steps/issues/691 also.
