Updated RelaxNG artifacts for XProc 3.1

I imagine this is on the list for getting XProc 3.1 out the door, but I wanted to bring it up just in case. Are there updated RNG files for XProc 3.1? What is currently referenced in XProc 3.1<https://spec.xproc.org/lastcall-2024-08/head/xproc/#ancillary-files> is missing some steps (e.g. p:validate-with-dtd).
