Such an immutable repo is something we should have in XSLT, XQuery, and so on. But I think someone forgot to work on this part during XSLT 3 specs process...
And yes, that's a really good idea !
I do something similar with Saxon extension functions that are automatically loaded thru Service Provider Interface ; just add a dependency that contains extension functions, and they are loaded in Saxon configuration without any code being written.
And if we agree to use a dependency protocol, we could manage to publish everything into Maven Central and use a catalog-builder[1] (see my talk at Prague[2]) based on declared dependencies and maven download process. All code is available in Java, and has probably been ported to C## or Python...
