The next release of oXygen will most probably include Saxon 9.4.
We started a few of days ago to work on the Saxon 9.4 integration and I 
expect to have it ready before the end of this week.
However, the XProc engines are plugged in as connectors in oXygen and 
the Calabash connector can provide its own Saxon library instead of 
using the one from oXygen thus it can use Saxon 9.3 even if oXygen 
itself ships with Saxon 9.4. We will prefer of course to avoid 
duplicating the Saxon library inside the Calabash connector as that will 
increase the size of the oXygen installation kits.
