Changing all the http://www.w3.org/ URIs to https://www.w3.org URIs is a good idea. But as a practical matter, I assume lots of folks have copies of the test suite, perhaps not even clones of the repo but just copies, that contain the old references. Given that https: is about security, it seems relatively safe to allow both http:// and https:// versions of the 404 page should just directly return 404.
