The datatypes schema has the XML declaration positioned after the DOCTYPE, it should occur before the DOCTYPE from Costello, Roger L. on 2012-12-22 (xmlschema-dev@w3.org from December 2012)

In the datatypes schema:

the XML declaration is positioned after the DOCTYPE declaration.

I believe that is incorrect.

I believe that it should be positioned before the DOCTYPE declaration.
