The final stages of getting a spec to Recommendation status can be 
protracted and frustrating. The critical path now is getting as close as 
possible to 100% test reports from both Saxon and Xerces. Both are very 
close, and we spent the last WG meeting reviewing the small number of 
outstanding issues that stand in the way. Inevitably (a) these issues 
are complex to resolve (although they might not affect many real users), 
and (b) both projects have other demands on their time. We're very close 
in terms of the number of things that remain to be done, but how close 
we are in terms of dates is always hard to judge.
