No, it isn't. The S4S gives the definition of normalizedString as
 
<xs:simpleType name="normalizedString" id="normalizedString">

    <xs:annotation>

      <xs:documentation

           source="http://www.w3.org/TR/xmlschema-2/#normalizedString"/>

    </xs:annotation>

    <xs:restriction base="xs:string">

      <xs:whiteSpace value="replace" id="normalizedString.whiteSpace"/>

    </xs:restriction>

  </xs:simpleType>


Your restriction violates rule 2 of Schema Component Constraint: whiteSpace
valid restriction, found in section 4.3.6.4 of Schema 1.0 Part 2.
