The first statement, that namespaces are identifying labels only, is correct. The answer to the second statement, which asks about how they are intended to be used, depends on whom you ask. I think different people have different ideas about how namespaces are intended to be used. Certainly, products are allowed to use the namespace URI as input to any kind of implementation-dependent magic for locating a schema document. That might include attempting to dereference the URI.
