Hi,
Xerces gives very good error messages when you validate a schema. For
instance in this case I got:
E cos-all-limited.1.2: An 'all' model group must appear in a particle with
{min occurs} = {max occurs} = 1, and that particle must be part of a pair
which constitutes the {content type} of a complex type definition.
If you take the error code and append it to the XML Schema Part 1 URL you
get the link to the relevant part from the specification:
http://www.w3.org/TR/xmlschema-1/#cos-all-limited
and then look for point 1.2.
