Part  of the "problem" is that Xerces does not "expand" the group.  So 
when it validates the XML Schema, it expects the group to be 
restricted/extended in this case, rather that checking the content of 
the group.

Part of the problem also lies in XML Schema spec defines the algorithm 
in which the parsers validate the content models. Theoretically, the 
content as you defined it is correct. 

There is a request to have the algorithm changed for V1.1 of the XML 
Schema spec.
