	I have modified the namespace, but I still have the same error,
	This file is not valid:
	No content model available for validation (possibly empty DTD/Schema)

Your namespaces don't match.  The document is in the

  urn:mpeg:mpeg7:schema:2001

namespace, but the schema is for the

  urn:mpeg:mpeg7:systems:2001

namespace.
