System Engineering Mark up??

I have been on the edges of work to define life cycles for system engineering, software engineering and usability engineering - at various stages in their dealings with ISO.  In terms of plain English, there is a fair bit of rigour to their terminology and semantics, so they would be a good start for defining this field as SML schema.  Do you know if there is anything going on in this area? How would one state an intention to do this for extensive public use?
