msxml3 parser in VisualBasic from Snezana Gligic on 2001-04-25 (xmlschema-dev@w3.org from May 2001)

This definition of schema 
<xsd:schema xmlns:xsd="http://www.w3.org/2000/10/XMLSchema" >
</xsd:schema >
is not valid acording to VB. I always get message:
-2147467259. Incorrect definition for the root element in schema.msxml3.dll
What is wrong with this?
