In XML Schema Part2, the definition of recurringDuration and therefore
timeInstant seems to imply that time must be specified to the millisecond or
greater precision. The example under timeInstant is only down to the nearest
second (1999-05-31T13:20:00-05:00). Am I mis-interpreting the spec and the
example is OK?
