The features you are requesting are examples of what we call "co-occurrence constraints". In other words, constraints imposed on one part of the instance data by appearance (or lack of appearance) of particular content elsewhere. Of course, the fundamental DTD capabilities of sequence and choice give some co-occurrence constraints, but in general we have deferred consideration richer constraints until future releases.
