At least one of `long`, `img`, or `remedies` element ] always exists. Thus, it is deterministic. However, in this particular case, we can not use this method, because all of `long`, `img`, and `remedies` should be optional. If we say "at least one of them must exist", P3P policy writers would be confused. So, I think, we will remove the second `extension*` elements. (Sorry that the reason is quite P3P-specific).
