Jun, you raised Issue #499 in this email: <http://lists.w3.org/Archives/Public/xmlp-comments/2004Jul/0010.html>, in which you suggested that Section 2.2.4 of the SOAP Resource Representation Header Last Call specification describe the value of rep:Data as "a base64 encoded representation in the canonical lexical form". During its July 14 meeting, the XMLP WG decided that it was unnecessary to say that the lexical form must be the canonical form, because this header is independent of MTOM. So this will not result in any change to the Representation Header specification.
